Methodology
Every figure is copied from a regulator document or data file. Nothing is estimated. A missing figure stays blank. Loss ratios are not published here. Complaint ratios and complaint indexes are the regulators' own numbers. This site does not add a rank, a grade, or a sort by those numbers.
Which states
A figure is included only when the publisher's terms allow it to be copied and redistributed, and the period is 2021 or later. California, Maryland and Delaware each have two source types. Texas and New York have complaint data only, and the page says so. A source that limits copying to noncommercial or personal use is not used. NAIC complaint systems and advertising-restricted scorecards are not used.
Insurer lists
- California: the 12 groups with the largest 2024 private-passenger direct premium written in the Department of Insurance workbook, and every company in those groups. Share of the sheet total is company premium divided by the sum of the sheet.
- Maryland: the report is company-level. The page shows the 15 companies with the largest 2023 premiums written in the private-passenger complaint index. Market share is the share the report prints.
- Delaware: no usable market-share table. The page lists the examinations and fines that were parsed, in name order. It does not claim those companies are the largest by premium.
- Texas: no permissive market-share table. The page shows the 15 companies with the most policies in force in the latest Automobile year on data.texas.gov. That count is a size column in the complaint file. The complaint index is not the sort.
- New York: the page shows the 15 companies with the largest Premiums Written (in Millions) in the latest filing year on data.ny.gov. The Rank column is not shown. Ratio is not the sort.
What was counted as a source type
- Complaint counts, ratios, shares, and indexes.
- Market-conduct examination populations and sample sizes.
- A penalty only when an order or the enforcement table states a dollar amount. Rate stipulations and statutory minimum liability limits were not treated as penalties.
Premium and market share are used to choose and order the California and Maryland lists. They are not treated as a second claims source.
Freshness
Complaint years and examination claim periods on the pages are 2021 or later. The State Farm Delaware examination totals run from 2017 through March 31, 2022 and are not split by year, so the totals are omitted. Root and Progressive Direct Delaware examinations are omitted because the report filenames are 2019 and 2020.
Sample profile
The profile is the insurer group with the most populated metric rows in the file, after Maryland and Delaware company names that match a California company are counted with that California group. Source-total rows are not counted. The count is not a quality score.
